Foreign Office, March 7, 1906. With reference to the letter from this Office of the 15th November, 1905, I am directed by Secretary Sir E. Grey to transmit, for the observations of the Board of Trade, copy of a despatch from His Majesty's Minister at Peking in regard to Messrs. Macmillan's inquiry as to copyright in China.*
His Majesty's Government have no copyright Article in their Treaty of 1902 with China, and it appears to them that it is for the American and the Japanese Governments, who have such Articles in their Treaties, to take the initiative in the matter.
It might, however, obviate some of the difficulties which arose in connection with the negotiations about Trade-marks Regulations if the Board could furnish any draft which would be of assistance to His Majesty's Minister in the event of the subject of copyright coming up for discussion with the Chinese Government.
