Peking, March 22, 1906, 1:55 P.M. MY telegram No. 36 [of 28th February: Seizure of coal at Canton]. Following from Consul at Canton to-day :
"Coal seizure.
Agreement signed to-day by Viceroy's three foreign Secretaries, on behalf of Viceroy of Canton, and by Feng, whereby latter acknowledges and agrees to pay within three months debt of 28,000 dollars due to Chow previous to the seizure of coal.
"Viceroy undertakes to restore coal, through his Secretaries, immediately. "Viceroy's Secretaries and Prefect assure me that coal will be delivered to me to-morrow, on behalf of bank."
