The chief item of interest here is the stoppage, beginning with to-day, i.e. last day of 11th moon, of all export trade via Tonkin, owing to a vexatious Tonkin Transit Regulation recently enforced. Export from Hongkong to this part of the World via Tonkin also comes to a standstill to-day. The regulation complained of is the heavy fine inflicted where wrecked cargo in Tonkin is not duly certified to by the local French authority nearest the scene of the wreck, e.g. if it is at the bottom of the river and cannot be seen I presume no certificate would be issued:

The merchants threaten to revert to the old route via Pakhol, Nanning, Poal, &c, should the French refuse to modify the obnoxious rule.

It looks to me like killing the proverbial goose with the golden egg, but I suppose the French know what they...
