I have the honour to enclose an extract from a D.O. letter addressed to me on the 25th ultimo by Mr. Wilson, then Assistant in charge of the I.M. Customs at Mengtzu.
I am writing to Mr. Carlisle, our Consul at Hanoi, asking him to procure for me the French text of the Regulation in question, and to ascertain if possible the reasons for a departure which if not retraced threatens to divert the Hongkong-Yunnan trade from the Red River Valley to its former course via Nanning in western Kuangsi. I am also sending, informally, a copy of the extract to the Government of Hongkong.
Fang taot'ai, Director of the provincial Bureau of Agriculture Trade and Industry, who leaves Yunnanfu in a few days for Japan, via Tongking and Hongkong, tells me that he is to protest to the French.
