With reference to your letter 3023, 05-06, of the 13th instant enclosing copies of a despatch from the Governor of Hongkong and of a letter to the British and Chinese Corporation in regard to the Canton-Kowloon Railway negotiations, I am directed by Secretary Sir E. Grey to transmit herewith, for the information of the Secretary of State for the Colonies, copies of correspondence between this Department and the Corporation, together with copy of a telegram from His Majesty's Minister at Peking on the subject.

Sir E. Grey concurs in Lord Elgin's view that His Majesty's Government cannot acquiesce in the attitude of the Viceroy in this matter, and His Lordship will observe from Sir E. Satow's telegram that His Majesty's Minister and the Governor of Hongkong, who are both perfectly aware
