arise if merchants are allowed to trade at will in the copper coins now being struck by various provinces. It is on this account that the Finance Commission of the Board of Revenue drew up rules instructing all provincial authorities to prohibit the exportation of large consignments of these copper coins. Their action in this respect corresponds to the temporary prohibitions against the export of rice, and as the Departments above mentioned have received the Imperial sanction to this procedure, it is in point of fact an act of the Central Government and not the independent action of a provincial authority.
In the present case, the British firm concerned shipped the copper coins in question under the certificate prescribed by Treaty for the movement of cash from one port to another; and for this reason this Board decided to allow the importation. In the future, whenever any province has issued a Proclamation, under the orders of its high authorities, prohibiting the shipment of copper coins for export, it will not be possible to issue certificates to foreign merchants permitting them to ship copper coins.
