I TRANSMIT to your Excellency copies of correspondence which has passed with His Majesty's Minister at Peking respecting the proposed Trade-marks Regulations for China, now under discussion with the Chinese Government.

As your Excellency will observe, Sir E. Satow has been informed that the amendments proposed by the Chinese Government in Articles 15, 20, and 21 of the Regulations are, in the opinion of His Majesty's Government, quite inadmissible, and that no concession should be made in the matter of the fees.

I request that your Excellency will inform the French Government that instructions in this sense have been forwarded by mail to Sir E. Satow.
