I have the honour to acknowledge the receipt of Y.E. Despatch of the 30th October transmitting a despatch of the 21st October, 1905, received from the Foreign Office and relating to the rent of $10716d in the territory leased by Great Britain from China under the Convention of the 9th June, 1898.

I would point out that the persons who are said to have petitioned the Foreign Office are not, as Y.E. appears to think, Chinese subjects residing in British territory but subjects of His Majesty the Emperor of China.

No, I take great exception to the Chinese Government entertaining petitions from British subjects in this Colony, and trust that Y.E. will see fit not only to point out to Peking the course which has been taken, but also to inform that Board that H.E. always declines to consider any representations from persons within my jurisdiction which are advanced through such unauthorised and irregular channels.
