I am directed by Secretary Sir E. Grey to transmit to you, to be laid before the Earl of Elgin, a

copy of a despatch from His Majesty's Consul General at Düsseldorf, requesting instructions with regard

to the issue of a passport to Mr. Thomas Penning, present at Cologne, who is unable to furnish evidence of British nationality.

I am to enquire whether the Colonial Office are able to furnish any information as to the national status of this gentleman.
