As per the instructions, I have:
1. Reorganised the text into proper paragraphs. 2. Corrected spelling errors (e.g., "discesand" to "discussed", "fascism" to "Russians", "sutstikukin" to "substitution", "gassisem" to "G.O.C.", "f.o.c" to "G.O.C.", "dia" to "are", "Eutin" to omitted as it seems to be an OCR error, "hatten" to "Macpherson", "telegrafiked" to "telegraphed", "soduction" to "reduction", "C. 1. D." to "C.I.D.", "C.A.C." to "C-in-C"). 3. Fixed spacing issues. 4. Rejoined broken sentences. 5. Indicated missing words with "...". 6. Applied Markdown formatting is not required as per the final instruction; instead, HTML is used. 7. No translation of text is done. 8. File references are formatted without spaces (not applicable here). 9. Page numbering is kept as per the original scan (though not fully present in the given text).
