With reference to your letter of the 17th February, 1906, No. 4822/1906, relative to the proposed construction by the Colonial Government of Hong Kong of a road through certain War Department land at North Point, Hong Kong, I am commanded by the Army Council to acquaint you, for the information of the Earl of Elgin, that a report on this subject has been received from the General Officer Commanding in South China, who, as indicated in his letter of the 22nd December, 1905, addressed to His Excellency the Governor, (a copy of which you have transmitted with your letter under reply) is concerned in regard to the question of reclamation.
2. The matter has received consideration in this office, but before a definite reply is given, I am to invite attention to the fact that on the plan which you have forwarded is shown a "line of probable future reclamation", and to request that the Army Council may be informed of the exact nature of the proposals with regard to the reclamation alluded to, and particularly how soon the work of reclamation will be undertaken, by
