I am directed by the Lords Commissioners of His Majesty's Treasury to refer to the Treasury letter of the 22nd September 1890, and previous correspondence, on the subject of the opening of new branches and agencies by the Hong Kong and Shanghai Banking Corporation, and to request you to inform the Earl of Elgin that They have received an application from the Corporation for Their consent to the opening of new Branches or Agencies at the following places, viz:-

Canton, Dalny, Newchwang, Tsingtau (Kiaochow)

and the Malay States.

My Lords are not aware of any objection to the establishment of branches at the particular places indicated, subject to the requirements of local law; but in view of the approaching expiry of the Bank's ordinance in 1908, My Lords would be glad to learn, before issuing Their Warrant, whether the Secretary of State has any objection to offer to the Bank's proposals.
