The matter now ceases to be one for the Dept. The only question is one of policy: Will the S.Gs withdraw the instructions which prohibit the carriage of contract coolies to foreign countries from Hong Kong or in British vessels from China ports?
S.A. wired to Lau telegraphing to the S.Gs. It is advised that the licenses for individuals in such cases be granted.
