As the award must be taken as final & that no proposals for a modification of it would be entertained.

It is considered that the representations made at the enquiry, in which Sir M. Nathan was assisted by the Chief Justice of Hongkong, must be regarded as having accepted the award as final, & abide by it.

4. In these circumstances Lord Elgin would suggest that Mr. Gladstone should be informed that the matter is not one in which the Home Office is concerned but that it is open to them to address a petition to H.M. the King if they desire.
