Gentlemen,

In accordance with your instructions we have the honour to submit herewith a scheme by which the area previously allotted as a Library may be used as a Third Court and a portion of the Building on the 2nd floor adapted to the purpose of a Library. It is thought that the area will be found sufficient and the position is suitable being in the centre of that part of the building in which the Judges, the Law Officers and the Bar are accommodated.

The fittings of the Third Court have not been shown as it is not known for what purpose the Court will be used. If not used for criminal cases there will probably be no need to provide direct access from the cells, as in the case of the other two Courts. If the alteration now suggested be generally approved we will, upon receiving the necessary particulars, deal with the question of fittings unless indeed they can be dealt with locally on the basis of those already designed for the other Courts.
