Hong Kong.

I have the honour to state in continuation of

our letter of the 21st instant that if the Secretary of

State should approve of the proposals of the Governor of

Hong Kong as to the treatment of the monies which will be

periodically received from the Viceroy at Wuchang, the

object with which we had proposed to establish a Special

Fund will practically cease to exist, and it would seem

desirable that any Funds which may remain in our hands

after making the transfers proposed by the Governor should

at once be carried to the credit of the Sinking Fund for

the repayment of the 3 per cent Stock and be invested.

2. The Special Fund would thus exist merely for the

purpose of passing the transactions through our Books and

would consist on the one side of

(1) The interest received at 4½% on the outstanding

balance of the Loan made to the Viceroy.

(II) The annual repayment of £110,000 by the Viceroy

at Wuchang.

(III) The interest at £3.13.0 per cent on the total

amount of the advances made to the General

Account

and on the other side of:-
