The Earl requested that the Crown Agents be instructed to take the necessary steps for proceeding with the construction of the line without further delay.

Subsequent Paper: 4257

This report is in accordance with the Governor's views in all points. The only matter which he did not discuss was the question of sectional v. deficient construction. The Government is in favour of building departmental aqueducts with our own staff on that subject.

General Kennedy concurred with us in favour of proceeding without further delay by referring it to the Authors C.A. and asking for their reports.
