Dear Fiddes

I have taken your last

letter as leaving the decision

as to the form of the Hong Kong

loan in our hands, and I am there-

fore taking steps to launch the

loan as soon as possible.

You will however see by

this morning's newspapers that we

have been anticipated, as I feared

would be the case, and this is

hard on me as I stipulated when

agreeing to provide the money last
