I think that it would be safer to pass a more elaborate ordinance. If the words "or otherwise" had been located in clause 12 of 1905, no doubt the usual terms would have been prescribed by the conditions laid down by the Act, but I have my doubts under the ordinance as to what conditions can be prescribed.

I refer to the points raised in Mr. Fidder's minute and, of course, to Ellah's criticisms having been made in November last. See note from Sir Edward annexed.

I don't think there can be any doubt about what he proposes (but I would omit the words when bracketed).

I think that the debentures should be sealed. To change the revenue account of the Colony is required in duly enacted order.

I think this puts an end to the idea of a Debenture issue - Tuam reference.
