compensation in a case of this kind, is the only means of
bringing home to the local Chinese Officials a sense of
their responsibility, and of punishing the population which
either furnishes with recruits the piratical bands that
commit these outrages, or aids or abets their operations by
neglecting, and even refusing, to disclose their identity
and haunts.

An indemnity extracted from the Chinese
Government means a fine imposed upon the Provincial
Officials, who are not slow to recover some portion of it
at any rate from the population in the district in which
the outrage has occurred.

For these reasons I would urge that His
Majesty's Government be moved to re-consider their decision
and to press for an indemnity in this case.
