My Lord,
Referring to previous correspondence on the subject of the piracy of the S.S. "Sainam", I have now the honour to transmit for Your Lordship's consideration copy of a letter from the Chairman of the Hongkong General Chamber of Commerce, with its enclosures, on the subject of the refusal of His Majesty's Government to support a claim for consequential damages put forward by the owners of the S.S. "Sainam" against the Chinese Government, and asking that this Government will support the protest which the Chamber, in the interests of British Trade in China and of the trade of this Colony, has made against the decision of His Majesty's Government.

I am not in a position to endorse, or to criticise, the amount of the indemnity ($150,000) which has been asked for; but I may be permitted to express the opinion that the enforcement of the payment of pecuniary compensation...
