and copies of the correspondence noted in the margin which

includes the letter to Mr. Kelly containing the charges

against him; Mr. Kelly's reply; a letter stating that he

had not exonerated himself to my satisfaction, and one con-

veying to him the decision arrived at upon his case.

A copy of the minutes of Executive Council

is also enclosed and shows how members advised on the

various charges brought against Mr. Kelly.

In paragraphs 5 and 9 of Sir Matthew Nathan's

Despatch concerning Inspector Ward, an explanation was

given of the reason why books of account were admitted in

evidence and I shall be glad if Your Lordship's decision

can be conveyed by telegraph.
