This I think will be admitted to be too great a concession to even an owner of a Ward lot, the reason of the largeness of the sum being the size of the Farm Lot, and far exceeds the value of any concessions recently made to owners of Farm Lots.
With reference to Valuation B, page 4, I think it is possible that Arbitrators might, if they accepted the principle of this Valuation, award in addition 10% for compulsory purchase; although lease gives power to the Crown to resume, yet this power may be regarded as similar to that given in Railway or Public Works Bills at Home, and in such cases, 10% for compulsory purchase is generally allowed. This would increase this Valuation to $8,817.30 + $881.73, or a total of $9,699.03.
In order, however, to avoid the expenses of litigation, I would advise that a lump sum of $10,000 be tendered without any particulars, and withdrawing all previous offers.
