My Lord,

I have the honour to transmit, in duplicate, a memorial from a Chinese lady, Mrs. Chan Moon Lau regarding the resumption by this Government of a portion of land held by her under lease from the Crown and now required for the construction of the Kowloon-Canton Railway.

The portion of land in question forms part of Kowloon Farm Lot 4 which is held under a 999 years' lease commencing from the 8th August, 1865. The area of the Farm Lot is nearly 204 acres and of the portion to be resumed 2.12 acres. Crown rent is paid at the rate of about $4.50 per acre and the lease stipulates that the land is to be cultivated or used in a husbandlike manner and that no buildings or dwelling-houses are to be erected on it except such as may be required for the cultivation or occupation of it as a Farm.

The lease itself contains the following clause:-
