Referring to the telegraphic correspondence noted in the margin concerning the appointment of Mr. B.R.H. Taylor to be Harbour Master, I have now the honour to forward copy of a letter from Lieutenant Beckwith whom I mentioned in the 10th paragraph of my Confidential Despatch of the 15th of October last as the officer I should recommend for the appointment of Assistant Harbour Master.
Lieutenant Beckwith has given great satisfaction to the Government and to the Public in the discharge of his duties as Harbour Master and I have no objection to the arrangements proposed by him which in the circumstances are not unreasonable.
I have therefore to recommend his appointment as Assistant Harbour Master on 3 months probation from the date of Mr. Taylor's arrival, and his permanent appointment...
