With reference to paragraph 48 of my despatch No.238 of the 5th October, which related to the services in saving life during the typhoon of the 18th September rendered by persons not in the Government Service, I have the honour to inform Your Lordship that I caused letters of thanks to be sent to the following gentlemen, viz: Dr. C. Forsyth, Hongkong Volunteer Corps, and Messrs. E. S. Bevan of Messrs. Lane, Crawford & Co.; G. Hoggarth, Chief Excise Officer to the Opium Farmer; A. Rodger and other employees at Messrs. Jardine Matheson & Co.'s Sugar Refinery at East Point; J. I. Andrew of Messrs. Geo. Fenwick & Co.; A. Course of the Electric Tramway Co.; and C. Witzke of Messrs Fook Cheung & Co., whose services had been brought to my notice.
