I regret to have to state that, in my opinion, corruption prevails to a considerable extent amongst the subordinate officers of the Sanitary Department and that the taking of bribes or presents is not regarded as a serious offence, perhaps because loose views on this subject prevail amongst the Chinese with whom those officers are principally brought into contact and to whose offers they are tempted to yield or from whom they demand money or goods well knowing the system in vogue amongst the Chinese both here and in China.

Proceedings are pending against another Sanitary Inspector S. Kelly and may have to be taken against other officers also.
