My Lord,
I have the honour to state that application has been made to me by the Vice-Admiral for the lease of an area of land in Happy Valley upon which it is proposed to erect a pavilion for the use of the Navy.
2. I have now to ask Your Lordship's authority to grant to the Commodore as trustee on behalf of the Navy a lease of the site shown on the enclosed plan for 75 years at a nominal Crown Rent of $1 a year and without premium, on the condition that no compensation for land or buildings will be given in the event of its becoming necessary for this Government to resume the site for public purposes.
3. The lease of a site in the vicinity to the Garrison Recreation Club upon similar terms was authorized
