If I knew what were the objections entertained towards a policy which has been adopted in Jamaica, Trinidad, the Straits Settlements and the Federated Malay States, and partially in Ceylon, I could at least endeavour to refute the objections.
As it is, I am left entirely in the dark and can only try to explain the actual position of affairs and to give my reasons for pressing the proposal, trusting that if in Hongkong the objections to it are similar to those which have been brought forward in other colonies, such explanations may serve to remove the misapprehensions upon which the objections are based.
