Section 3 substitutes a new Section in place of Section 9 of the Principal Ordinance as amended by Ordinance No. 12 of 1902, which together with Ordinance No. 40 of 1902 is repealed under Section 9 of the present Ordinance. In Sub-section (1) effect has been given to the suggestion made in the 5th paragraph of Mr. Lyttelton's Despatch No. 62 of the 7th April, 1905, that Officers appointed in the Colony should in the first instance be appointed on probation for a period of three years.

Section 4 substitutes a new Section 11 in place of Sub-section 11 of the Principal Ordinance, Sub-section (1) being a repetition of the first paragraph of the repealed Section. Sub-section (2) is substituted for Section 38 of the Principal Ordinance and embodies the suggestions made in the 7th paragraph of Mr. Lyttelton's Despatch No. 62 of the 7th April, 1905, and the 2nd paragraph of Your Lordship's Despatch No. 57 of the 21st March last. It further gives a bachelor the option, to which he is logically entitled in view of the provisions of Section 13 (1) of the Principal Ordinance, of continuing to contribute on transfer, and, to give effect
