the proposed transfer should not be made.

After referring the question de novo to the Directors and to the Executive Council, who concurred in advising against the transfer, I decided to take no further steps in the matter and accordingly I caused no provision to be made in the Appropriation Bill for the year 1907 for payments in connection with the fund, as I informed Your Lordship in the 4th paragraph of my Despatch No. 237 of the 5th ultimo.

Apart from the question of the transfer of the fund, various other amendments of the Principal Ordinance have been suggested from time to time and have been incorporated in the Ordinance now transmitted. These amendments I will deal with in detail.

The definition of "salary" has been revised both to bring it into line with the definition contained in the pension rules and because it has been found impracticable to collect a percentage from the dollar house and chair allowances of Officers on Sterling salaries, whose contributions are in sterling.
