In anticipation of the transfer of the fund to the Colonial Government steps were taken to include in the Appropriation Bill for the year 1906 a sum sufficient for the payment of pensions and expenses of management during 1906; but when the Appropriation Bill came before the Legislative Council the Unofficial Members unanimously opposed the inclusion of this sum and, as reported in the 3rd paragraph of my Despatch No.243 of the 6th October, 1905, I gave an assurance prior to the third reading of the bill that Members in voting for that reading would not thereby be committed to the principle of the transfer of the fund to the Government.

In the meantime I had been informed, as stated in the same paragraph of my above quoted Despatch, that the Civil Servants desired to make a representation to me in the matter, which representation, subsequently put forward by a small Committee under the Chairmanship
