I have the honour to forward for
the signification of His Majesty's pleasure an Ordinance
entitled "An Ordinance to amend the Widows' and Orphans'
Pension Fund Ordinance, 1900" together with the usual
report of the Attorney-General thereon.

The question of amending the
Principal Ordinance was first raised in connection with a
suggestion made by Mr. Chamberlain in the 9th paragraph of
his Despatch No. 210 of the 18th July, 1902, that the
Colonial Government should take over the whole responsibili-
ty for the fund, guaranteeing the pensions. In this
suggestion the Directors of the Fund and the Executive
Council unanimously concurred, as reported by Sir Henry
Blake in the concluding paragraph of his Despatch No. 91
of the 21st February, 1903, and after further correspond-
