(c) deducting, on behalf of boarding house Masters, from the wages payable the amounts of loans advanced by those Masters, and receiving a commission for this assistance in recovering such advances.

If further complaints concerning this Officer are received, I shall cause them to be investigated, but so long as complaints are anonymous I fear that the chances of bringing home charges of malpractice will be faint. It would be of assistance if Mr. Pugh, a copy of whose letter of the 13th of September to the Board of Trade was enclosed in Your Lordship's Despatch under acknowledgment, could be induced to give the names of Masters and Ships in support of his statements.
