anonymous complaint was made against Mr. Guterres and referred to the Harbour Master for report, but the source of the complaint was not traceable and the charges could not be substantiated.

In April, 1906, another anonymous complaint of a like nature was received and put into the hands of the Police for investigation with a view to obtaining evidence of specific instances of malpractice on which either to found a prosecution or bring the Officer before the Executive Council, but no evidence of this nature has been procured except in one case which is alleged to have occurred some six years ago. I accordingly decided that there was not enough evidence to justify any steps being taken against Mr. Guterres.
4. The statements taken by the Police suggested, but did not prove, that this Officer (who is now 57 years of age) was in the habit of:
(a) deducting odd cents from the wages of sailors who were being paid off;
(b) substituting silver dollars and subsidiary coin for the bank notes received for paying sailors' wages;
