I have the honour to acknowledge the receipt of Your Excellency's despatch of October 28 and Enclosure forwarding copies of despatches dealing with the Chinese project to connect Canton with Whampoa by railway approved on September 30 and October 4 respectively to His Majesty's Principal Secretary of State for Foreign Affairs.
