My Lord,
Referring to my Despatch No. 215 dated the 31st August, 1906, on the subject of the termination on the lat. April next of the period of the appointment as Commandant of the Hongkong Volunteers of Captain (Local Major) C. G. Pritchard, R.A., I have the honour to inform Your Lordship that I propose to offer from that date the unpaid appointment of Commandant to Mr. A. Chapman, a Major in the Volunteers, who for some years has acted as 2nd in command, has commanded in Major Pritchard's absence on leave, and is reported to be a very good Volunteer Officer. I have ascertained that this appointment would be acceptable to the Volunteers. Mr. Chapman is in the services of the Colonial Government as Assessor of Rates.

In place of a paid Commandant with salary of £750 per annum and house allowance of $75
