Governor of Hong Kong has actuated me as to Deputy Chief Engineer Canton-Hankow Railway to work under Chief Engineer whose control it is believed would be nominal, Railway being constructed by Chinese Company. The foregoing Engineer Smith can be disposed to consider appointment. Salary $1000 per mensem. Of so how would you often approve? He be in Canton. (Governor would again refer to some Consulting Engineer as to qualification)
