Referring to my letter of the 22nd October on the values of the cryogement of Engineers for the Construction of Ain Canton Hankow Railway, I have the honour to circulate copies of Lebgram which have passed between the Chief Manager of the Hongkong and Shanghai Bank here and the Manager of the Bank of Bangkok with regard to a Mr Smyth, who has been employed on the Royal Railway of Siam and is being strongly recommended to me by Mr Humber, being suitable for the appointment of Deputy Chief Engineer to the Railway in question.

2. As I have no personal knowledge of Mr Smyth or his qualifications it will be necessary for me to await the receipt of his testimonials, now on their way, before I'd be able to make a definite recommendation with regard to him. In the meantime I have thought it worth while to inform you of his availability as thus on fours would hold out this gentleman in case A Kisony shows anxiety, for an early settlement." Mr Humber whom I know would preclude him from making a recommendation thus misis was shown our satisfaction, wrote to me that he is "confident this Mr Chuise could not do better.

3. You will observe this thin salary deposited to Mr Smyth was $1000 per mensem whereas this muntcould in paragraph 3 of my letter to you of the 22nd was $1250 per mensem, When putting the larger amount before you it was anticipated that a request would be made for house allowance and an additional $160 per mensem was intended to provide for this.
