I have the honour to acknowledge the receipt of your letter 5749/06 of the 27th August last on the subject of the status accorded to junior officers and officers originally appointed as such who were serving in any of the Native States when the Federation of the Malay States occurred.
2. I am directed to inform you that officers originally appointed as junior officers are placed on a par with cadets and passed cadets in the Federated Malay States.
3. If a vacancy occurs in Class IV of the service either of the Straits Settlements or the Federated Malay States the cadets of the two services are to be regarded as in the same service and the senior in Class V whether he entered as a Straits or Federated Malay States cadet is the officer who has the first claim for promotion to Class IV: this rule however only applies to Cadets appointed after examination.
