Colonial Secretary's office,

Hongkong, 27th. August, 1906.

I am directed to request you to

be good enough to explain what was the status accorded to

Junior Officers and Officers originally appointed as such

who were serving in any of the Native States when the

Federation of the Malay States occurred and the Cadet

system was introduced into the Service of those States.

2.

Information on the following

points is more particularly desired:-

(1). Were such Junior Officers and Officers

originally appointed as such put on a

par with Cadets and Passed Cadets in

the Straits Settlements

(2). Was it laid down that Cadets and

Junior Officers would be eligible for

promotion in either the Straits Settlements or the Federated Malay States

regardless of which Service they

originally joined, and that they

would rank for seniority from the date

of their first appointments?

The Honourable

The Colonial Secretary,

Singapore.

I have etc.,

(Sd.) T. Sercombe Smith,

Colonial Secretary.
