Referring to your despatch secret of September 14th. I consider that Pacific and Oriental tender should be accepted.

The Imperial Postmaster General should reserve the right to terminate the service at Hong Kong at six months' notice for proportionate reduction. In this event, the time to Hong Kong would be 84 less than to Shanghai with proportionate reduction in allowance for N.F. Monsouli. Abolition of sea-sorting would be retrograde and I trust that the contract may provide for continuance of the Company's present practice of carrying two sorters and two Chinese stampers from Singapore and one sorter and one Chinese stamper to Shanghai.
