Referring to paragraph 8 of the Secretary of State's Despatch No. 146 of 27th July, 1906, on the subject of my pension I respectfully submit that paragraph 5 of Lord Ripon's Despatch No. 196 of December 7th, 1893, does not apply in my case inasmuch as that paragraph deals with the case of officers "who may have a claim to some, although not the full, addition of years for professional qualifications" whereas I having entered the Hongkong Service as Attorney-General under the Minute as to Pension dated 1st January, 1902, and retiring from that office am entitled to claim the full allowance of 5 years under clause 3 paragraph 2 of that Minute.

I respectfully ask His Excellency the Governor to move the Secretary of State to be graciously pleased to reconsider the opinion expressed in the 8th paragraph of His Lordship's despatch under reference, and allow my claim to the full allowance of 5 years to be added to my Hongkong Service for professional qualifications.

An allowance of a like nature to that for which I ask was I believe made in calculating the period of service of Captain Rumsey when he recently retired as Harbour Master.
