With reference to the question submitted by the Stone Shipping Authorities as to their power

definition of Chinese Passenger Ship

as to exclude cabin and saloon passengers in the computation of the 20 passengers in the definition of Chinese passenger ship contained in the Imperial Act of 1855 it has occurred to me that, if you agree with the suggestion

Board of Trade to communicate to Bertram Cox at Colonial Office

to your Department that that question should be referred to the Law Officers in connection with their recent opinion

that you might think it desirable to make

your reference direct to the Law Officers - Personally I think this

would be better than that the question should lie to the Law Officers through the Board of Trade time might be saved.
