That further consideration of the Hong Kong Legislature, under the Chinese Regulation, is sufficient to compare the substantial alteration of the Special Ordinance, which is conferred.
The alteration proposed is involved in the definition of Chinese Passenger ships by the Board of Trade.
His Lordship desires to reply to the attached letter and to add that it is not possible to introduce legislation into the House at the present rate.
