I am in doubt as to whether Mr. H. F. Hory-Kong should be appointed as Harbour Master, and from 14th June, Mr. Jomes, the Harbour Master, has been acting. Mr. Bakwith is pending arrival.
Mr. Bakwith has been acting as Harbour Master for an extended period, which gives him a fair claim to be considered for the permanent appointment of Harbour Master when the post becomes vacant. As regards your application, it has hitherto been considered that in order to act as Harbour Master when on leave, the post should be held by an Executive naval officer of social standing, and though you are an efficient officer, you do not possess this special qualification.
