2. I am directed by the Secretary of State for the Colonies to transmit to you to be laid before the Legislative Council
the accompanying transcript of a draft from the Lord High Chancellor enclosing a copy of a Bill passed by the Legislature of
Hong Kong entitled
"An Ordinance to authorize the construction & maintenance of certain Naval (& Military Works upon & over certain portions
of the Crown Leased Land & sea frontage situate upon the Harbour frontage of the
City of Victoria in this Colony"
2.- and A copy of the Report of the local Attorney-General thereupon. is also enclosed
3. I am desired to request that you will move the Legislative Council to signify to this Department
their opinion, whether this Ordinance may properly be allowed to remain in operation.
