Report on Ordinance No................ of 1903.
I have examined the accompanying Ordinance, entitled
'An Ordinance to authorize the construction and maintenance
of certain Naval and Military Works upon and over certain
portions of the Crown foreshore and sea bed situate upon the
Harbour frontage of the City of Victoria, in this Colony
and I am of opinion that the Ordinance is one which is not contrary to
the Governor's Instructions.
The object of this Ordinance is to authorize the con-
struction and maintenance of certain works upon and over part
of the foreshore and sea bed which have been deemed expedient
in the interests of His Majesty's Naval and Military Services
in this Colony.
