Government House,

Hongkong, 10th October, 1906.

For

My Lord,

Referring to Your Lordship's

Despatch No. 172 of the 7th September, 1906, informing me

that the leave of absence granted to Mr. S. B. C. Ross had

been extended with half salary for 3 months from the 21st

December next, and to my No. 221 of the 14th September

requesting that unless for some reason that to Your Lordship appeared paramount the leave of absence granted to

certain Officers of the Cadet Civil Service, including Mr.

Ross, might not be extended, I have the honour to enclose

an en clair version of a telegram despatched on the 9th

instant requesting that the extension of leave granted to

Mr. Ross might be cancelled, to enable Mr. L. A. M.

Johnston to proceed on the leave due to him.

2.

Mr. Johnston, Postmaster-General,

has a wife in England, 18 years service against Mr. Ross'

7, and over 11 months half pay leave due to him. He has

been kept back from taking this leave pending the return

THE RIGHT HONOURABLE

THE EARL OF ELGIN, K.G.,
