I would draw attention to the increases on the original estimates for the Kowloon Water Works Gravitation Scheme and Pytam fuk, First Section, and refer Your Lordship to the detailed explanations furnished in the Appendix. I have provided $200,000 to begin the second section of the Pytam Tuk Water Works during the year.

It will be remembered that in my despatch forwarding the Estimates for 1906, I anticipated a balance of Assets over Liabilities on 31st December, 1905, of $331,963. The final accounts of the year transmitted in my despatch No.85 of 19th March, 1908, however, showed an increase on that estimate of $109,533, or a balance of Assets amounting to $441,496. According to the revised estimates for 1906 ordinary and extraordinary Revenue is expected to yield $7,054,034 only or $293,361 less than was expected. On the other hand a reduction of $306,000 is anticipated on the total expenditure which was originally estimated at $7,058,955. These estimates, if realised, would result in a surplus of Revenue on 31st December, 1906, amounting to $303,078 which together with the balance of assets accrued on 31st.
